		<description>&lt;p&gt;Yeah -- I&#039;ve heard &quot;keep it broad&quot; as a way to keep from penalizing the companies that &lt;em&gt;didn&#039;t&lt;/em&gt; make stupid and risky loans, but if you put some penalty into the bailout, then you accomplish the same thing -- you save the stupid companies, but they suffer some kind of consequences too.&lt;/p&gt;

		<description>&lt;p&gt;Rafe, excellent post.  I agree that any solution needs to suck for the banks that choose to participate.  It needs to suck enough that companies aren&#039;t at a competitive disadvantage if they don&#039;t participate. Why did all the airlines dump their pension plans on the government? It&#039;s simple. Once one was allowed to without penalty, it became a competitive disadvantage to keep your pension plan.  The same mistake needs not be repeated.&lt;/p&gt;
